SANTIAGO CITY — The University of La Salette, Inc. (ULS) and the Philippine National Volunteer Service Coordinating Agency (PNVSCA) officially signed a Memorandum of Agreement (MOA) today, September 26, 2025, at the ULS President’s Boardroom, with the ceremony also held via Microsoft Teams.

Representing PNVSCA were Donald James D. Gawe, Executive Director; Kenneth C. Siruelo, Chief Volunteer Service Officer; and Rodi M. Zablan, Administrative Aide VI.
ULS was represented by Rev. Fr. Franklin G. Picio, MS, PhD, University President; Madeilyn B. Estacio,PhD., Vice President for Academic Affairs; Rev. Fr. Joseph Christian M. Pilotin, MS, MA, University Chaplain; Marjorie S. Magbitang, MPA, Director for External Affairs and Linkages; Bernard Joseph Ariola, LPT, CHRA, Director for Community Extension and Outreach; along with selected college deans, office heads, coordinators, student leaders and volunteers.








This partnership reaffirms ULS’s long-standing tradition of volunteerism, having been nationally recognized for its outstanding volunteer initiatives since 2000, including the Best Volunteer Practice Award for the La Salette Pananagutan Center. With PNVSCA’s guidance, ULS seeks to strengthen its programs and establish itself as the Volunteerism Hub of Cagayan Valley, inspiring Salettinians to contribute meaningfully to nation-building through service.
